An  educated guess...  try hydrogen peroxide (the drugstore variety or one
of  the oxidizing cleaning solutions)  followed by baking soda.  The
peroxide should (might) oxidize the hydrocarbons without beating up the
shoes  to much.  Or just buy her a copy of Apocalypse  Now.
