<VV> Stuck Corvair

I got a call a few years ago on one that had been stored in a very damp
garage.
Had to use a 4wd truck to get it out of the garage.
No room to work on it inside the garage.

Jacked up one side at a time and beat on the drums with a large hammer to no
avail. I actually cut the cables as they were froze too.
Finally, had to actually beat on the drums with a sledge hammer long and
hard to actually break the drums.
It was a lot of work and all brake parts and drums were junk.

The owner of this 65 4-door wanted me to fix it up for them so they could
drive it.
I had brake parts at home.

Later on, I discovered, there was not enough left of the unibody to make the
car viable. The dampness made all the floors, and the unibody crunchy.
Body was pretty nice overall, but the car ended up getting scrapped.

VVers:

I just went to push the car out of the garage to get it prepped to mist
the cylinders, etc. only to discover that I believe the parking brakes
are frozen. The lever releases and makes the proper ratcheting noises
in and out, but the shoes seem locked.

What is the recommended next step? Pull it out with a winch and hope
that the seal breaks? Something else?

Any help would be most welcome.

Thanks.
