<VV> Elec parts-was power glide car hesitates

It sounds like this problem is more common than I thought but I have
experienced it myself and as a result I swap a "known good" part from one
of my other Corvairs onto a car to troubleshoot rather than a new part.
 This is one of the perks with having a bunch of the "same" car =)
