It can be maddening to remove the regulator.  It's been a while since I removed one, but I was most successful when I got a small wire brush in the plenum behind and cleaned the rust on the exposed threads and then sprayed them with Liquid Wrench or at least WD4.  Sometimes the rubber mounts survived too.

Looks simple to remove...till you try to unscrew the three mounting bolts...
