My 1966 Motors Manual lists: 
1961 Tempests as having:
4 cyl- 195 CI engines of 110, 130, 120, 140, and 155 HP. The last had a 4 bbl
8 cyl 215 CI of 155 HP with a 2 bbl

1962 Tempests having:
4 cyl 195 CI engines with 110, 115, 120, 140 and 155 HP. Once again the 155 had a 4 bbl.
8 cyl 215 CI V8 of 185 HP with a 4 bbl

1963 Tempests as having:
4 cyl 195 CI engines with 115, 120, 140 and 166 HP. The 166 had a 4 bbl.
8 cyl 326 CI V8 engine with 260 HP and a 2 bbl.

The 1961 and 1962 215 CI engines were listed as "Buick" engines. 
The 195 4 cyl was half of  a Pontiac 389 V8.
The 326 was based on the 389 with a smaller bore but the same stroke as the 389.

I would assume it would be difficult for a salesman to move a car, in 1961, with a 215 of
155 HP when the top of the line 4 cyl had the same HP, probably for less money. 
I seem to remember reading that Buick charged Pontiac a premium for buying the "Buick" engine.
