Those come up on eBay once in a blue moon, i.e., only once every few 
years.  I think the last one I saw went for $400, and maybe it was the 
same that Carlton Smith bought.  The questions I would have are:

1) Does the neon sign work?

2) Is the transformer included?

3) If the sign does not work, is the problem electrical OR is it because 
the glass tubing is broken?

I have seen ones that did not work because of both reasons. Obviously, 
all would affect value.  Also: Prices on many collectible items have 
dropped since the onset of the great recession of 2008.

I saw one years ago -- from Connecticut, I think -- that was in its 
original shipping crate.  It looked as it would have arrived at the 
dealer.  The crate was basically a big bundle of lath sticks with some 
packing material inside that almost looked like straw or hay.

I would advise your friend to clean it up, test it, put it on eBay with 
a starting price of no less than $300, and let the market decide where 
it goes from there.  Obviously, it will be very difficult to ship, and 
may be a local pick-up item only.
