<VV> lakewood questions

I have 2 Lakewoods, one has the clear and one has the amber.  I assume someone made the change over the years.  Amber one came from Ohio, maybe they needed to be safer there.  I remember when they made the change, but not the date when, seems like 1963 which could be when the 64's came out.
