A trick I read about but haven't tried is to use a propane torch (not lit of course) in the intake to richen the mixture for a quick test to see if it's a lean surge. 
Have you tried watching a timing light to make sure the timing is steady?
Do you have Bob Helt's book on turbo carbs?  It has some good tips such as looking down the carb throat at idle to make sure no fuel is dripping from the venturi while on the idle circuit.
If something is wrong and you have the throttle plate too far open to maintain idle speed you will lose control of the idle mixture.
I've heard mention on the list of air leaks from bad head gaskets but I've never seen it.
How does it run otherwise?

Hi,
Looking for some troubleshooting tips on how to fix an idle surging problem on a 1965 180 Corsa Turbo. Rebuilt the carb, rebuilt the turbo,  all new exhaust system, no vacuum leaks, throttle linkage is set right, new accelerator pump, new fuel pump, tried three different sets of jets and modulators (back to stock now), float settings have been changed three times and now back to stock setting. Timing is fine. Any ideas? Most people are telling me it needs a new carb.
