There are other ways to accomplish that.  The main idea was to reduce roll stiffness but it does that by encouraging roll through the transfer of energy from one side to the other through the spring.  Opposite of an anti-sway bar which is also a spring that transfers energy from one side to the other.
Since as a consequence of the design it allows for softer main springs which also increase roll you would have to ask the original designer to really know which was the main design aspect and which was the bonus.  Maybe he was thinking both when the idea occurred.
