<VV> gear lube leveling problem

One of our Corvair owners with a 1968 4-speed has discovered that filling  
the differential with fluid up to the bottom of the filler hole and letting 
it  set for a while to equalize fluid levels results in the transmission 
level being  below the filler hole there. Similarly filling the trans to just 
below the  filler hole overfills the diff.
 
Has anybody else ever encountered this condition? Could it be a factory  
misalignment of the two filler holes?
