<VV> Fan bolt torque

What does everyone torque their fan bolts to?  The reason i'm asking is the only 'specs' I could find are from the '61 shop manual.  I'm torqueing a ' 64 fan.  The '64 supplement refers you back to the '61 book.  The problem is that it calls for 20-25 ft lbs  of torque.  If this is correct, imagine my surprise when one of the said bolts twisted off at 20 ft lbs!  Was that bolt the exception to the rule?  I managed to get it out by sawing a slot in what was left of the bottom portion of the bolt and turning it out with a screwdriver.  I decided to torque them at 15 to be safe.  Inquiring minds want to know.
Also, that's one for your "errors in the shop manuals" paper, Bob.  Plus there is a couple more. The instructions for installing the generator in the '64 supplement are the same as the ones in the ' 61 book.  But the parts are different!
The '61 book tells you to torque the bolts and nuts to 15-22 ft lbs.  There are no nuts on the '64 setup.  Plus you can't get a torque wrench onto one of the bolts.  And the rear mounting brackets are different.  The '61 one uses 2 bolts, but the '64 only uses one.  The last one is in the '65 shop manual under "blower" replacement.  It says to "torque to specifications".  What specifications?  There are none listed ANYWHERE!
