<VV> Floor Jack Question

The unit marked as "1" in the diagram has a single orange rubber plug
covering an adjustment screw, that says "DO NOT ADJUST"???

 

There is also a tiny little set screw ("B") that does not appear to do
anything at all, and just spins in its recess.
