<VV> serious engine? problem

Not enough power to turn the engine over anymore, but enough power so the
bendex won't pull out.  With the bendex in gauged with the ring gear, the
electrical power is still flowing to the starter even if the key is no
longer in the start position,

How can a low battery cause the starter to hang in the engaged position?
