I'm more of a late model guy so I will let Smitty or another EM guru discuss
your brake problem .  Only think I might think on the rubbing is did you get
your drums turned? They might be warped and no longer useable. 

On Tires, you should consult Bryan Blackwell's page on tires.  I don't have
the link handy but I think there's a link on the CORSA website for it.  At
least there used to be one AFAIK.  It will answer any questions on tire
sizes you have . 

DO NOT BUY BIAS PLY TIRES FOR A DAILY DRIVER.  The world went to Radial for
a reason. And, Bias Ply are usually only available from a specialist like
Coker, and you'll pay 1000.00 for a set, or more.  You get much better
handling from a radial tire.
