Yes 1960 differential uses both short shafts (yokes). 61 to 64 uses long/short. 

Might yours be a 1960 assembly? Have a spare short shaft just to stick in and see if it engages properly? It needs to skip into the splines by an inch or so, if it just makes it to the splines and engages only a short distance that will not work.
