You are correct that it's very uncommon to find a balancer on a short stroke engine. 

However, the rubber on a balancer can and does fail, it's quite common to find the late model cast pulley on an engine that should have a balancer.

To sum up, if you have an engine with a balancer and otherwise think it's a 164, that is very likely the case.  Keep in mind the 164 ci engine came out in '64.
