<VV> Odd contraption

The stock pump regulates to a pressure set by its internal spring, which 
lately in new pumps some have been up to 9 PSI !!!!!!!

That much pressure overpowers the float/needle/seat assembly so flooding 
is a problem.

Now, since the contraption is an old piece, yep, probably just snake oil 
back then, not a needed part.
