Short answer is yes.  I've had plenty of problems with the double flare
fittings on fuel lines.  The best solution I've found is to use a copper
flare washer between the steel flare and the brass fitting.  You can get
them from just about any industrial supplier -- they are very commonly used
by air conditioning techs.  Just find the right size to fit the fitting.
