...or maybe easier access to fresh air for the gas heater, should anyone 
opt for it...?   No need for the gasoline heater-delete air intake cover 
plate as was on the earlier first gen cars.  Or something?  Maybe it was 
cheaper to put the louvered hole on all of them than to specifically 
punch out holes for gas heaters on the cars the factory beancounters 
thought would be ordered with gas heaters... just guessing here, haven't 
heard any of the gurus weigh in.

There's a '60 Monza coupe here with the heater delete cover plate.
