Not Timing. It’s fuel.

Subject: starting a turbo engine

Here is what I am dealing with.
I have a used turbo engine with a (Warren LeVeque built) progressive two stage Weber 45DCOE on it.
I can't get it to start without a small blast of Ether.
Sometimes when it is turning over, it will kick-back.
It runs fine once it fires.
Until the carb runs out of fuel, that is.
Is this a timing issue?
