<VV> Gas Gauge on a 64 Spyder :

We have a 43,000 mile Spyder and when it gets to 1/4 of a tank it is out of gas. 

We did the test disconnected the positive wire and grounded the wire.  The gauge went past full, then we disconnected the Ground Wire.  The Gauge went to 1/4 of a tank.  

I think we have a sending unit issue.  The Owner thinks it the gauge ?  
What do you guys think ?
