Things I have seen that can prevent a carb from idling properly:
Choke heat springs worn or defective so as to not open the choke plates
Choke activating rod not adjusted properly to open choke plates far enough
Choke pull off's leaking, so as not to hold the choke plate open
Tip(s) of mixture needle broken off in the hold
Dirty idle circuitry
Too much play for throttle shafts letting too much air in (usually causes fuel to drip from the clusters)
Timing too far off specs (advance to increase rpm)
Throttle plates in backwards
Ported vacuum tube plugged so as not to advance timing when needed
