[1969] steering wheel restoration and stock detailing

The 69'er was awesome this quarter, read is front to back and twice over! Great work to all who assemble this little publication.

1.) What would be a decent compound to repair and fill cracks on a steering wheel for a 69 monza prior to repainting?
2.) What would be a durable paint product for refinishing? (mine is blue needs to be green)
3.)The chromed three spoke trim piece that mounts onto the steering wheel; was it all chromed out completeley or was there a painted black line over the extruded (or raised part) on the center of each spoke?
