[1969] 69 instrument cluster on ebay

So how did the e-bay seller, "noogness" know that only 56 corvairs in 1969
had the instrument cluster with the speed warning feature know how many were
provided or installed at the factory? Is it unlikely that it was a
dealership thing right?
