Hi Merv, I wouldn't worry about the wiper arms if they feel like too much
tension. Over 40 years they're not going to increase over original tension.
No way, no how.
The fan belt adjustment is via 2  9/16" fasteners right beside the
distributor. A short box-end wrench is helpful, as is discarding the useless
"belt guide" that only hinders the process on '64-up engines.
The bolt is the pivot and the nut is the adjuster. Loosen both, pull the
pulley back by hand and tighten the nut first, then the bolt. When you are
done, check tension by turning the blades of the gen.pulley with one finger,
it should be without great effort.
Where and when did you get the '64 sedan?
