lubricating the cable will not help much , because there is an inner  plastic 
liner on most  cables. if you take it off in your hand and pull it  back and 
forth adding good penetrant and twisting it in the direction that  tightens 
the strands it may help, but if it is that bad i would feel better with  a new 
or better used one. same with clutch and throttle cables.
