You can put as strong a spring as you can stand!  How hard do you want 
to keep pressing down on it?  I guess the springs should be stiff enough
to return the throttle to idle but not so stiff you get "cramps" trying 
to drive it!

Thanks for the help guys,Your responses were way quicker than my reply
to show my appreciation. What better resource than the folks on both
lists. I had about 10 responses in a few hours,What a great hobby we
share.
Acouple of you mentioned the spring up front under the pedal...its
missing also...a check in the assembly manual shows the same part# as
the return spring..is it the same one or do I need a slightly beefier
one?...Anyway,thanks again and Tim Colson put it best...Lube everything
and its "tinker time":)
