[FC] Carb Return action

it is more of a challenge to get things as free as you can and still have 
good safe return action. i drive long distances often(@200 miles yesterday) in my 
rampy without cruise control yet and would have a sore foot if i left it as 
purchased. and it was driven across the country to get here.   free and easy is 
nice(but a challenge!) now the 64 (and 65)is a whole different animal, no 
issues up front at all. better design, except the plastic housing breaks up after 
so many years.  this is all another safety issue to deal with correctly.
