[FC] Found a Lakewood

Most likely stale gas is not letting it start.
While outdoors, disconnect the fuel line from the gas tank and drain out the 
gas into an appropriate container.
Check rubber fuel lines for deterioration. then try starting.

Priming it then with gas in carbs should help getting a siphon from the tank 
going again.

As for the carboned cylinder. pull the spark plugs, run a compression test, 
see if any of the plugs are badly fouled, go from there.

Make sure the trans is full, small drip spots shouldn't hurt anything.
