[FC] Fuse

Hello-

I have a problem with the fuse block that has the radio feed on the front and the heater blower feed on the back (1962 Greenbrier). 

I ran a 20 AMP fuse in it, that blew. I then ran a 15 AMP (all I had) and it also blew. This happened when I was turning the fan blower off, but the fuse crinkled a bit in the middle when I turned it on.

Do I need a larger capacity fuse, or do I have a short? With just the radio on, the fuse is fine.
