[FC] Auto Tranny

Have a little problem (well, maybe not so little)!!  Have an auto trans that won't upshift from low. have checked the infamous "E" clip, changed vacuum modulator & govenor, checked manual & hydraulic throttle valves for binding, etc. Rear pump works because it can be pull started. Throttle lever adjustments have been done and rechecked. When shift lever is in low it works fine with engine braking but with shift in drive it stays in low and has no engine braking (the engine idles) when letting off the gas. When pressing on the gas, the engine catches up with the speed of the car but still in low range.  I don't know very much about automatics and need some advice.
