[FC] Harmonic balancers....

I think the road draft makes it a 61 or 62.  I'm pretty sure no 145 CDI 
engine including 63 that came with a PVC valve instead of a road draft tube, 
came with a balancer.  I think you are OK without one, unless it is really a 
64 110, then ti needs a balancer
