The problem isn't in normal driving.  There is a real problem with the heavy cover when it continues at the same velocity (55 mph) but the vehicle has stopped suddenly (crash).  This isn't going to be a problem in a rampside or loadside, however in a van or wagon the occupants get to play catch.  Think of the bolts as a seatbelt for the cover, I don't think that you need to put them all in but a few to keep it from hitting you in a crash might be a good idea. Say cover weighs 10 pounds, traveling at 55 mph, sudden stop in 10 ft; that is 101 pounds of force (one big hammer).
Your results may vary.  This is one opionion.  Use what bolts you want, no bolts, or hinge it; its your option.
