[FC] Hard starting

my van does that when the chokes stick open.
 
i run a fuel pressure gauge to see how long it takes to get pressure to the  
carbs. i made a replacement line for the left side that includes a gauge in it 
,  just for diagnostics.  then i found that the choke rod was rubbing on the  
hole in the head..stuck partially open.
