Bottom line is
CORSA doesn't want to be seen as condoning the practice of VIN tag/Title swapping, as it is inherently illegal.  If they allowed the practice on the message boards they would be complicit in this violation of the law. 

Don't blame Dennis---some director or another will "go off" when this happens. 
Frankly I believe they don't care if you do it or not, just so long as CORSA's image isn't tarnished by it, and you aren't using the CORSA website or it's message boards to do it. 

As a former Law Enforcement officer,  to me this practice is like bringing someone to jail for possession of one marijuana cigarette.  It's a waste of time and effort. 
I was at a concert in a park in Norfolk one night, in uniform, and smelled some grass burning.  I told the 2 knuckle heads "Put that out, people are here with their children--you WANT to go to jail? ---They tore up their joint , and they went home without the detour to the gray bar hotel. 

Cops will "turn their eyes" to it before bothering to enforce the law. 

Is it illegal? Absolutely. IMO as long as no money changes hands, and the VIN tag and title are from a long crushed or parted out vehicle, and this illegality keeps ONE MORE CORVAIR ON THE ROAD, well, I'll turn my eyes from it. 

It sure is easier than to go through the total hassle that most states have for re-titling a vehicle with a long ago lost title, that the DMV no longer has a record of. 

I have a 63 Corvan that I'm parting out because it's last registration was in 1977, and the process for obtaining a NC title for this car is more expensive than the vehicle is worth in it's present condition.  I'll leave the VIN tag on it.
