First, are you a California resident?  Regardless, maybe you want to read up on the California rules for obtaining a new title -- fortunately, one of the things they did when they implemented these electronic only titles and their subsequent purges was a mechanism to re-title such purged vehicles. (yeah, sounds really strange to a California outsider)  For myself, when I recently made such a purchase, as a resident of Oregon, I was able to acquire, with a simple VIN Inspection and a cooperative and understanding DMV agent, a PNO - Reg-Deferred, Title Only (Planned Non-Operation), which Oregon readily accepted and transferred (should have gotten a copy of the CA VIN inspection form to give them in Oregon) to a regular Oregon title.  Since I was out-of-state, there were no back registration fees, which would generally be the biggest stumbling block.  The vehicle had been registered in California, however, and I had paper evidence of such registration, and the vehicle had never had its tires touch California highways or other public property since the registration had lapsed (always trailered, and on a trailer when at CA DMV for the VIN inspection - engine out, obviously non operational).

There was some talk of similar vein last year on Virtual Vairs (archive check time, if you are interested).  There are also apparently legal fee based mail order title services available through one of the southern states where you can get a title off a bill of sale that is acceptable to your local agency.
