OK, I enlisted the help of the lovely wife who sat in the drivers seat watching the cable. I crawled underneath and spun the driveshaft, and the cable is working. As long as I had it disconnected I worked some synthetic lube in there too. And No it is not THAT kind of speedo, surely nobody wishes to imagine that.
BTW I have hauled out the old windshield after despairing of finding someone to replace it and will attempt polishing out the scratches and then reinstalling.
