The VIN plate is the most reliable way to tell the van year. These things are old enough that as time goes on, previous owners have replaced many parts with upgraded later model - year items when the original parts get damaged and or - rusted out.
Case in point:- My Rampy is a 1961, yet it came to me with self - adjusting brakes, and a backup light switch in the 4 - speed. 
The engine access - door is steel witha flat metal bars to hold it open, I have seen them with chains as well.  
The drivers door has the plastic inserts for the sheet - metal type attachment screws where the sheet- metal piece is on the top shelf of the door where you may rest your arm. Passenger door has the metal inserts with small machine - threaded screws.
Two of the steel wheels were original, two were some other year. They are a puzzle but a fun one at that!
