[FC] Adding shoulder belts (Bill McCurdy)

Thanks to all that responded! I really appreciate all the responses
and detail; it sure does make the planning process easier! Regarding
the placement of the lower bracket - which attaches the recoil and
lock mechanism - are there any rules in regards to making sure the dog
catches on or just after impact/hard braking?
