Good thought but the fixed nut is holding fine. Im trying to figure out how
to work a long punch above the screw that i cantap from above the panel w a
hammer. Angles are just bad on this and is not something i have in the
toolbox at the moment Btw, yes, I have plenty of fresh nicks on my arms
this morning!

grips on the nut that has broken free and is spinning? Not a great
suggestion and might require damage repair on the panel and the skin on
your arm afterwards. I give it more thought.

out...last bolt is spinning With fingers but won't come out...Weird. Spent
3 hours trying to pull it down w vice grips, tap it down w hammer (yes I
managed to get one in behind the panel, but little room to pound), fire to
break it off...can't get a blade or sawmill up in there to cut it... other
suggestions?

difficult to access, particularly the ones on the right side. In my
experience there were no other tricks than a rachet with a pivoting head
and a lot of spinal twisting. But I also discovered that the panels will
not come out if those bolts are not removed :)
