My crazy theory...

GM originally intended the Corvair to be it's own brand, kinda like Saturn.
Take a look at how few chevy badges are to be found on the early models.

Once it became apparent sales were not taking off as hoped, they added a
little more "Chevy" back into the mix in hopes it might help sales.

Looking at Clark;s catalog, page 296, makes me wonder just when they added
the "by Chevrolet" subscript to the Corvair 95 logo -- any ideas?
