I think you have the right idea for a first approach, grounding problems.
 Just run temporary ground wire from the negative side of the battery to
the tail light housings and see if that corrects the problem.  Make sure
you have a good connection at the housing.  Just touching it with a wire
may not be enough.  I have had similar problems with my tail lights over
the 30 years I have owned the car so I have permanent ground wires
attached to all 4 tail light housings.  Sometimes it is not the housing
ground to body but the bulb base to the housing.  On my car, to ensure no
problems with the latter, I have replaced the plastic,snap in bulb base
(the part into which you place the bulb) with all metal units.  I have
not had a tail light problem since I made these two changes.
