Yes, this does sound like a ground problem.  The reason the lights 
brighten and dim is the current backfeeds through the positive side 
seeking a ground.  Now, the earlies are different than a late - the 
socket is integral to the housing.  You might try adding a temporary 
jumper from each socket to a good ground and see if that helps.  If it 
does you could then add some permanent grounds.  I did recently see a 
mod on VV where a 3057 socket was installed in an early housing, but 
it's kind of radical.
