Be careful here - my experience is the generator will run the engine  
and charge the battery with the belt wildly flapping about.  Most new  
Corvair owners tighten the belt too much.  You should still be able  
to turn the generator (or alternator) fan with *one* finger.

Much more likely that something is connected incorrectly or there's a  
wiring problem.
