I had a problem with glazed brake shoes. Replaced them and all is well.

Sometimes a right front wheel locking under hard braking is
a sign of the left front being slow to apply. The rubber
hoses at the wheel can swell internally and restrict the
fluid flow; allowing the brake to work, but not quickly.
This situation would show up as a pull to the right under
normal braking.
I've also seen an issue with a grooved or ridged drum and
matching counterpart on the brake shoe. Under normal
braking they fit together, but in a hard stop they may not
align and then the shoe bites.
