I sanded mine once to get by until I could get to the states and get good ones. Sanding works, but is not permanent if the material is lousy.

I guess it was no worse than those mechanics arcing brake shoes to fit drums.:-(
Yes, replacing glazed shoes is the correct repair, even today with non-asbestos linings.
