The issue is somewhat common, especially if water has gotten into the interior area under the rear seat (i.e.: the rear window leaks or a rear side window has been left open for a long time)
The welded nut holding the accel pivot bolt is in a nicely shaped "cup" and that area will retain water and then rust.
Personally, I've not seen that area rusted out on cars I've worked on, but I have encountered metal fatigue there.
The example I have was a 1965 Monza Sport Sedan that had accrued many years of being a daily driver.
What I did for repair was to weld a nut of the correct thread to a large diameter, medium thick fender washer.
I then "distorted" the washer to the shape of the cupped area using a large socket (like 1-1/16") and a bolt to draw the center of the washer/nut combo to a concave shape. It took a couple of tries to get the shape correct, but it was not too difficult to do.
The car interior cup area was sanded/wire brushed clear of rust and dirt, and then cleaned with alcohol.
For expediency purposes, using an auto body panel epoxy adhesive (one could perhaps use JB Weld), I glued the washer/nut assembly into the area and held it in place with a washer/bolt from below and let it cure for 24 hours.
Once the bolt and washer was removed, I reinstalled the accel linkage with the original accel pivot bolt.
BTW: The car was sold to another PPCC/RMC member 8 years ago, and is still motoring along.
