In looking 407 over, I made mental note of that feature. It does indeed have the horn slot recesses on the right, but not pierced out.

You are correct about the horn slots, at least as far as 428 is concerned.  Ron Tinkham sent me these photos of the horn slots.
 
I could have sworn I saw slots on BOTH sides of 407 when I looked at it in <?xml:namespace prefix = u1 /><?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />Detroit.  I was probably just seeing the recesses in shadow, but now I really wish I’d had the chance to photograph it.  Pete Cimbala – can you get photos for us the next time you see the car?

No. I've never seen a '60, even in pictures, with the horn slots pierced on both sides. Some prototypes have the slot recesses on the right side but they're not punched open. I can't see the right side underneath 428's bumper but I'd be surprised if it has the slots stamped there.
