A note on the subtleties of the Concours Chairman/Corsa President
relationship. 

The Corsa president can only "hope to influence" Concours rules via whom he
appoints to the Chairmanship. He does not have any direct power over what
rules are made. (It should also be noted that the Chairman has the option
of appointing any number to the committee, even of making himself a
committee of one.)

In refering to this relationship, Bill, I felt your choice of wording puts
too much emphasis on what power the Corsa president DOES have. Hope my
above restatement helps clarify things.

Also note that this relationship is further stated in the Concours Rules.
Thus, both the Board AND the Concours Chairman would have to submit
concurrent revisions to the Corsa Bylaws and Concours Rules, respectively,
in order to effect a valid rules change to this process. As I stated
previously, this was all done deliberately and for very good reason.
Concours rules should never be changed in haste. It should be a slow,
deliberate, and wisely thought-out process. Hence all these safeguards
pertaining to changes in the rules. And in the 35 years they have been in
effect, they have served us well. I trust that we never are so
short-sighted as to change the process.

But as far as changing things to encourage participation, by all means, we
should go for it!
