Hmm.  This is an interesting question. 

Let me start by saying that I have always seen them with the pivot end having a bolt with lock and flat washers, while the slotted end was always a stud with nut, lock, and flat washers.  However, I mostly work with ‘64s and to be truthful, I haven’t really paid much attention to it.

So far as I can tell, this was never addressed in Larry Claypool’s “Stock Is...” series.

The shop manuals are no help, so I turned to the Assembly manuals.  I have one for each of the first 6 years (60-65)

The assembly manuals for 60, 61, 62, 63  all refer to both as “adjusting nut” and the drawings appear to be nuts on studs, but the drawing is not detailed enough to make out what, if anything, is under the nuts.

The 64 assembly manual is vague. It uses a revised drawing of the pulley, due the addition of the belt guide, is even more vague than the earlier guides, but the text still refers to both as “adjusting nut”.  However, on the same page, the Tensioning Procedure note refers to them as “Idler Pulley adjusting bolts”, so this is confusing. 

The 65 assembly manual refers to both of them as “idler pulley adjusting bolts” and that is how they appear in the drawing. 

So, in conclusion - I don’t know!
